Our desktop popped up suddenly with a “Windows Defender Security Center” alert saying “access to this PC has been blocked for security reasons.” I’m afraid to make a move and believe it is a hack. Help

This message indicates “do not restart or use your computer” “your computer is disabled” Call Microsoft at an 833– phone number. How do I get around this???
