azure update issue

Has anyone else encountered this? I did find a workaround doc that says to simply install KB5049984 manually, then retry the update, but that doesn't work at all. As you as you reboot the server after installing KB5049984, the server removes it. If you don't reboot after applying KB5049984 manually, the update fails in the same place, which stands to reason I guess.

Here's the error:
