From just the quick description, as long everything has been setup to allow for your website to be tracked and if there are no editorial or draft issues on the ads themselves, the ads would be eligible to serve in the current open markets for Dynamic Search Ads. Dynamic Search Ads are still in pilot and are not yet available in all markets. It is also possible that the targeting is not yet rolled out. During the rollout period on pilots it is recommended that customers have both dynamic and standard search ads available so as not to miss out on potential customers.
