I can pair my airpods with my Surface book 2 laptop, however they will rapidly connect and disconnect. And when it says "connected", no sound will play through the airpods. I've tried looking up a couple of fixes online but nothing is working.
I had the same exact problem with the Airpods Pro. My problem, as you mentioned, was the the rapid flickering back and forth between Paired andConnectedwith the Airpods ultimately never connecting.
For me, the solution was to restart the whole process as follows:
- Place your Airpods or Airpods Pro back into the case > Close the case > Set the Airpods down.
- On your Surface computer > Settings > Devices
- Select Add Bluetooth or other device > Bluetooth
- Pickup Airpods Case > Open Airpods case (Don't remove Airpods) > Press/Hold button on back of Airpods case until the Airpods are located by your Surface computer.
Your Surface computer should be able to at least find your Airpods by following the above steps.

Solution:
- Go to settings > Type "Device Manager" in the search box.
- Once Device Manager is open, select Human Interface Devices
- Locate Bluetooth Low Energy GATT complaint HID device > Right-Click >Properties
- Select the 5th tab called Power Management
- Locate the checkbox "Allow the computer to turn off this device to save power" and UNCHECK this box!
- RESTART COMPUTER! *(This is what ultimately fixed my problem)*
