The device isn't showing up on my Google account, so I am unable to reset it remotely.
The device also is not accepting my Google credentials..

In that case, please try to force your device to shut down by holding down the power button and restart. Once restarted, check if it allows you to set it up again. If issue persists, we suggest you to contact Microsoft Surface Support to seek options for your device or possible replacement. If you're located outside United States, see Global Support.
