Dear D.Lim,
Welcome to Microsoft Community.
Based on your description and the error message and screenshots you shared, did you try the steps in the link below to lock your Surface device using the ‘Find My Device’ feature in your Microsoft account?
Find and lock a lost Windows device - Microsoft Support
If not, I'd like you to describe in detail what you did.
If so, I'm sorry to say that it may not be easy to quickly unlock your device again. The best way to resolve this issue may be to reinstall Windows, but this may not save the existing data on your device.
This is because Find My Device is a feature that is designed to help users find their device if it is lost or stolen. And the remote locking of Windows devices is a feature that is designed to prevent the private information on the device from being used by hackers to compromise it. Once the device is locked, only an administrator account (confirmed in Settings) can unlock it.
Before reinstalling Windows, you can refer to the following steps, which will enable the built-in administrator on your device. Then use the built-in administrator account to reset your previous Microsoft account to the system's administrator account and reset the password to see if it will allow you to access the device again through your old account.
