    Thank you for reaching Microsoft Community. We're sorry for the inconvenience this has caused you. Let me ask few questions to help us further isolate the issue.

    Did this happen during start up or when the device is from sleep?

    Have you tried to reimage the device using a USB recovery drive?

    What troubleshooting steps you have done so far?

    If you could attach a picture to the task manager's CPU usage, that would be useful.

    For the meantime, you may try the following steps below.

    Force the device to shut down and restart to clear hardware cache.

    Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.

    Most common issues can be solved by running the Surface Diagnostic Toolkit.

    End or re-start unnecessary program in task manager.

    If you're playing certain games, using video editing or streaming software, or managing numerous browser tabs, you should expect high CPU consumption. Close all background applications and tabs that you aren't using if you're experiencing this kind of persistently high CPU utilization. Then, go back to Task Manager to see if the problem has improved.

    Re-install the display driver.

    Open Device manager >> expand display adapters >> right click on the display driver and select uninstall then restart your Surface. If you are asked if you want to delete the driver permanently, leave the box uncheck and select uninstall.

    Sorry for the late reply, Here is a list of some of the things I have tried.

    • Updating drivers on video, audio and USB devices
    • Stopping services:
      • Windows Search
      • Sysmain
      • User Experience Virtualization Service
      • All Xbox services

    The Surface Diagnostic Toolkit didn't find anything wrong.
