Surface Book 3 stuck in Windows logo boot loop

All accessories are disconnected and it's been on AC power for a long time so battery is fully charged.

No matter what I try, Win logo keeps appearing for 6 seconds, gone for one second, then back on for 6 seconds, over and over.

Tried holding power button for 30 seconds, but keeps booting to Win logo.

Tried holding power + volume-up for 30 seconds, but keeps just cycling the Win logo.

Tried inserting fresh USB thumb drive build and doing quick power button, then hold volume down to boot from USB, but screen never gets to spinning dots, just keeps showing Win logo.

Tried Ctrl-Shft-Win-B, then hold pwr for 20 seconds. Just keeps showing Win logo for 6 seconds, repeating forever.

    As what you mentioned, since all the methods you tried did not work, then this is most likely a hardware problem already. At this point, it would best to get in touch with our Microsoft assisted support to get your device diagnosed or check your replacement options, if necessary. Here's how:

    1. Go to Contact Us - Microsoft Support and select Devices.
    2. Choose your preferred support method.
    3. Type in the problem you need help with.
    4. Look at any available solutions offered and select Contact Support.
