Issue Deploying Windows 11 24H2 Cumulative Update via PDQ

We are currently facing issues while deploying the Windows 11 24H2 cumulative update using PDQ Deploy. The update package is being downloaded directly from the PDQ Package Library. While the deployment process works flawlessly for Windows 11 22H2 and 23H2, we are encountering multiple errors when pushing the update to Windows 11 24H2 systems.

We have already verified the following:

Group Policy: No settings are interfering with Windows Update or PDQ deployments.

Permissions/Rights: The target systems and deployment account have the necessary administrative privileges.

Windows Update Service: Confirmed to be running on all target devices.

Error Details:

PDQ Package – Step 2 (KB5043080):

Return Code: -2145124329 → Windows Update Agent not running (0x8024001F)

Return Code: -2145124333 → Missing update handler (0x8024001B)

PDQ Package – Step 3 (Win11 24H2 / Server 2025 (64-bit)):

Return Code: 13

Status: MSI Error 13 – MSI failed with error code 13

    From your description, the failure seems to occur at the initial step of the PDQ Deploy package. This could stem from several factors: problems with the update package itself, misconfigurations in the deployment setup, command execution errors, or even compatibility issues with your PDQ Deploy version. 

    I suggest reviewing the PDQ Deploy logs for more detailed error messages. Additionally, try manually installing the update on one of the affected machines—copy the 24H2 cumulative update file (e.g., via USB) and run it directly.

    We had this same issue. Turns out the KB is too large to download reliably. In our repository, Win11_24H2_KB_64bit_KB5062553.msu was present, but had a size of 1KB. Simply replace it with a fresh copy from Microsoft.

    See the PDQ Package Library changelog from July 2nd, 2025. The article references KB5060842, but it seems to still be an issue with the later KB5062553.
