Outlook and Hotmail blocking emails

I run a small wedding catering business and am having emails returned from both hotmail and outlook. Please help? Error messages like this keep being sent

 Unfortunately, messages from [92.204.71.159] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3150). You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors. [Name=Protocol Filter Agent][AGT=PFA][MxId=11BA8E5ACCF9DA2D] 

and

The Destination MTA: "52.etc" reported the following reason for not accepting your message: "451 4.7.650 The mail server [92.2etc] has been temporarily rate limited due to IP reputation

We only ever send individual emails, never any spam. Some have attachments like PDFs of food menus but that's it. How have we ended up being blocked?

    Dear Sam WJI  Thank you for using Microsoft products and posting in the community.Based on your description, I know you can't forward emails to your mailbox normally*We only ever send individual emails, never any spam. Some have attachments like PDFs of food menus but that's it.*What are the domain names of these people? Is it similar to @ Microsoft's corporate domain? Also, what is your current email address? Have you purchased an M365 subscription?I think sending PDFs with food regularly is very easy for servers to recognize as spam.
