I am trying to share a file in teams with an outside party and it keeps telling me permission denied

I have a file in a teams channel that i am trying to share out and I keep getting a permission denied error. We have it set to share out files already with external users in both Teams admin console and the sharepoint admin console, but i keep getting a permission denied.

    1. Are you adding the external user as a guest member in the Team, or are you sharing a direct file link from the Files tab?
    2. Is the file located in a standard channelprivate channel, or shared channel
      (Note: Files in private or shared channels have different permission models.)
    3. What is the full error message the external user sees? 
      If possible, please provide the exact text or a screenshot—this will help us determine whether it’s a policy, permission, or technical issue.
    4. Has this external user (or their email domain) successfully accessed files from your Teams or SharePoint environment before?
    • If no, it could be a first-time setup or policy restriction.
    • If yes, something may have changed recently in your org’s sharing settings.
    1. Has the external user accepted the invitation and logged in using the same email address the file was shared with?
    2. Are there any expiration dates, passwords, or domain restrictions set on the sharing link?

    Sorry for the delay in responding, i did not get notified that a response was made.

    1, sharing a direct file link

    2, this is a shared channel

    3,

    4, no, we have not tried this previously with this teams channel

    5, they are not getting an invitation because of the error message

    6, no there are not any expirations.
