E5 Compliance Add-on with Business Premium, for Copilot and Purview DSPM Enablement

We are currently evaluating the assignment of the Microsoft 365 E5 Compliance add-on to users licensed with Microsoft 365 Business Premium. While this configuration is technically available to perform via the Microsoft 365 Admin Center, we would like to confirm whether this licensing combination is officially supported and compliant with Microsoft’s licensing terms — specifically in the context of enabling Microsoft Purview DSPM and preparing for M365 Copilot deployment and securing AI Data.

Therefore, clarity on the legal and licensing validity of this configuration is essential before proceeding.

Public documentation confirms compatibility between Business Premium and the E5 Security add-on, but this does not address our current query regarding E5 Compliance add-on.

  • Could you please confirm whether this setup is supported under Microsoft’s licensing framework?

Personal view: Purview DSPM, a key to unleash users' abilities to create in confidence, not in shadow.

    Hi Cyberflake
Thank you for your detailed query and for sharing your evaluation use case around Microsoft 365 Business Premium with the E5 Compliance add-on - especially in the context of enabling Microsoft Purview Data Security and Privacy Management (DSPM) and preparing for Copilot readiness.

    To clarify:

Microsoft 365 Business Premium is officially compatible with the Microsoft 365 E5 Security add-on, as documented in this article.
However, at this time, the E5 Compliance add-on is not officially supported or licensed for assignment to Business Premium users under Microsoft's current licensing terms. While the Admin Center may allow the assignment technically, this does not reflect legal entitlement for compliance capabilities like Microsoft Purview DSPM or Insider Risk Management under Business Premium.

Assigning E5 Compliance features to Business Premium users may result in non-compliant use and unsupported configurations, particularly for workloads related to AI-readiness and Copilot data protection.

    Recommendation:
If your organization plans to use Purview DSPM or Copilot data security features, we recommend licensing those users with Microsoft 365 E5 or Microsoft 365 E3 + E5 Compliance add-on, which are explicitly supported for these capabilities.

I hope this information helps. Please do let us know if you have any further queries.

I assume then, this article must be ignored, unless they know something I don't.
