Windows security keeps finding and removing TrojanDownloader:Win32/Nemucod!ml

Window security has been continuously finding a threat "TrojanDownloader:Win32/Nemucod!ml" every hour and proceeds to remove it automatically. The threat is always in the same folder under \AppData\Local\Packages\AppleInc.iCloud_nzyj5cx40ttqa\LocalCache\Local\Apple Inc\iCloudDriveAppData\Staging. I have tried other malware/virus scanners to get a second opinion and none of them find any threat. I am starting to think that Defender may be misidentifying the threat. The other possibility is that there is malware that keeps downloading/installing this malware. I need some guidance on either what I need to stop Defender from triggering this non-malware threat or else what steps I need to take to get rid of the malware. I have already tried rkill and it didn't find anything to stop.
