    Hi! Windows Update error 0x80070103 is almost always a driver-related hiccup, not a sign that Windows itself is broken. It usually appears when Windows Update tries to reinstall a driver that’s already present, is older than the one you have, or simply isn’t a perfect match for your hardware.

    The specific entry you’re seeing seems an HP USB driver and as this is an old driver can be disable from the updates.

    1. Download Microsoft’s “Show or Hide Updates” troubleshooter https://download.microsoft.com/download/F/2/2/F22D5FDB-59CD-4275-8C95-1BE17BF70B21/wushowhide.diagcab?
    2. Run the tool > Hide updates > select Hewlett-Packard – USB – 48.0.4261.18175 > Next > Close. Windows Update will stop trying to install that driver, eliminating error 0x80070103 on future scans.
