
Hello Kevin. You cannot access the password manager on an iPad without a PIN or biometric authentication because Apple has built their whole security architecture around protecting data. The password manager (iCloud Keychain) is locked down by the passcode on the device which safeguards higher privileged data like saved credentials and represents a sort of access control to your data. If your institution has specifically disabled the option to configure a passcode or Touch ID, it is likely that they are doing this via Mobile Device Management (MDM), which enforces certain restrictions and settings for the institution's security compliance.
Unfortunately, you will not be able to unlock the password manager or access saved credentials without a passcode. The only genuine workaround would be to reach out to the IT administrator at your school and ask if you could have temporary access or permission for you to set up a means of authentication.
