VBA is not available in Outlook for Mac. The Developer tab and scripting support like in Windows Outlook are not included on macOS. Microsoft currently doesn't offer VBA or macro functionality in Outlook for Mac.
If you need automation, consider using AppleScript or Outlook add-ins as alternatives.
