I also couldn't find the “Teams Reader” role in the Microsoft Admin Center, but after searching for more information, I found that this role can be assigned from the Microsoft Entra Admin Center.
Based on this article About admin roles in the Microsoft 365 admin center - Microsoft 365 admin | Microsoft Learn, it mentioned that the Microsoft 365 admin center lets you manage Microsoft Entra roles and Microsoft Intune roles. However, these roles are a subset of the roles available in the Microsoft Entra admin center and the Intune admin center. This might explain why you couldn’t see the Teams Reader role in the Microsoft Admin Center.
You can assign this role by following my guidance:
- Go to Microsoft Entra admin center
- Choose "Roles & admin" in the left panel.
- Click on "All roles"
- Type "Teams Reader" in the search bar and "Enter"
- Click on this role and select "Add Assignments"
- Scroll down and select "No members seleted"
- Click on users that you want to assign this role and click "select"
- Click "Next" -> "Settings" -> "Active"
- "Enter Justification"* and click "Assign".
Note:
-To assign the Teams Reader role in the Microsoft Entra Admin Center, you need to have one of the following roles yourself: Global Administrator/Privileged Role Administrator/Role Management Administrator.
- The Teams Reader role is a read-only role in the Microsoft Teams Admin Center. It allows users to view all settings and configurations in Teams without being able to make any changes.
- If a user has multiple roles, the most permissive role usually takes effect. So if they have both Teams Administrator and Teams Reader, the Teams Administrator role will override the read-only restrictions.
