Unable to allocate phone number with teams phone

Hi

I am trying to allocate a phone number to a user on teams.
i have the license

the user is registred in france

the phone number is a french one

but I cannot pass the emergency disclaimer step

I have tried using shell comands but the problem remains
how can I do ?

    Because you failed the Emergency Disclaimer step, here are common causes and solutions for your issue: 

    Mismatch Between Emergency Address and Phone Number Area Code 

    The emergency address must match the geographic region of the phone number (e.g., a French number must have a French emergency address). 

    In the Teams Admin Center

    • Go to Voice > Locations > Emergency addresses. 
    • Add a new emergency location with a validated civic address that matches the phone number’s area code. 

    If you define an emergency address by using the address map search feature in the Teams admin center, the address is automatically marked as validated. 

    • Ensure the address includes: 
      • Street name and number 
      • City 
      • Postal code 
      • Latitude and Longitude 
      • Organization name 

    Emergency Location Not Assigned to User 

    If no emergency location is assigned, Teams will block the assignment due to regulatory requirements.  

    To Assign a Phone Number in Teams Using Teams Admin Center

    • Go to Voice > Phone numbers. 
    • Select an unassigned number and click Edit. 
    • Under Assigned to, search for the user and click Assign. 
    • Under Emergency location, select the appropriate location. 
    • Click Save. 

    Alternatively: 

    • Go to Users > Manage users. 
    • Select the user and go to the Account tab. 
    • Click Assign primary phone number. 
    • Choose the PSTN connectivity type and select the number. 
    • Assign the emergency location and click Save. 

    License Requirements 

    If you're assigning a Teams Calling Plan number, the user must have: 

    • A Microsoft Teams Phone Standard license 
    • A Calling Plan license (Domestic or International, depending on the number) 
    • For Direct Routing, the Teams Phone license is still required, but a Calling Plan license is not. 

    If the issue still persists, can you confirm this information that help finding the root cause of your issue: 

    • What is your Microsoft 365 admin roles (Global Admin, Teams Administrator,…)? 
    • What is the PowerShell code that you use to allocate phone number to your user?
