I was told back in May that Skype was no longer going to be available so I have deleted all of the Skype information from all my applications and I received an email stating that I had funds available that were going to be held until I change or made a phone call in Teams but I cannot get to teams to make a phone call I don't know how to make a phone call in Teams since I do not chat Teams is useless to me.

The only place where you can make phone calls using your remaining Skype credit is the Skype Dial Pad site on the Web:
https://calling.web.skype.com/
If your credit has expired due to not being used with the last 180 days then you can always reactivate this credit on this credit reactivation site:
https://secure.skype.com/portal/settings/credit/reactivate
Just be sure to sign in to these sites with exactly the same account as you have used with Skype.
I was able to access Skype after finding the link since there were multiple links after typing in (PII removed ~~)~~This was very helpful Hopefully I don't lose my credits.
