How to fix “couldn’t find bootable operating system” error?

windows 10 surface laptop.

Blue screen; “couldnt find a bootable operating system”.

it then takes me to a UEFI.

What do I enter for the boot order? I’ve tried every single re-ordering combination and it hasn’t work.

My laptop is basically stuck in a loop. I’ve played around with secured core and secure boot settings with no success. Restarting doesn’t do anything.

Because it’s stuck in said loop, haven’t been able to download anything or do the usb recovery drive, which requires the laptop to get past uefi.

How can I fix this problem? I don’t want to have to hard restart.
