1.Check license status
- Sign in to the Microsoft 365 Admin Center
- Go to Billing > Licenses.
- Review if any licenses are:
- Unpaid
- Expired
- Not assigned to users
If you find any issues here, please resolve them first.
2.You can review Service health in Microsoft Office Admin Center
- In the Admin Center, go to Health > Service health.
- Check for any active incidents or advisories related to Exchange Online or tenant access.
3.Check for security or compliance blocks
- If the license and service health are both in good standing, the tenant may be blocked due to a security policy or compliance hold.
