Please note that Chromebooks run on ChromeOS (Google's operating system), not Windows, so the troubleshooting steps will be different. Make sure your device actually supports a touchscreen, and post your question in the appropriate Chromebook forum for accurate help.

Thank you for reaching out to Microsoft Q&A and report the issue. From your description I believed that you can't enable the touch screen on your Chromebook, you can apply these troubleshooting below:

1. Try the shortcut:

• Press Search + Shift + T to toggle the touch screen

2. Reboot your Chromebook: Sometimes a simple power cycle can fix temporarily glitches
3. Update ChromeOS : Check for any updates since outdated software can also affected touch issues

However not all Chromebook model support touch screen feature therefore, please provide the model number so that I can provide with further support.
