OneDrive has become unusable. How to fix?

In the past few weeks OneDrive has become absolutely useless. It takes a minute to open a folder. I have tried all the suggested fixes.

    To help me better understand and troubleshoot your issue, could you please provide a few more details:

     1.Is this issue happening when you use OneDrive on the web browser or within the desktop application on your computer? 
    
     2.Could you let me know which troubleshooting steps you've already attempted? This will help me avoid suggesting things you've already done and allow me to move on to other solutions. 
    
     3.Is the slow performance happening with all files and folders, or is it limited to a specific file or folder? 
    
     4.If it persists on web, have you tried opening in incognito browser?
    
     5.Have you tried opening the files on a different device (like a phone or another computer)? If so, did you experience the same issue?

    On W11 desktop using Explorer. I have uninstalled and reinstalled OneDrive, rebooted, stood on my head, chanted the Om, faced Mecca and when I try to open a folder on my PC it takes 60 seconds to open.

    In addition, I am in the process of trying to migrate all the data from my OneDrive to Proton due to the massive issues in trying to access files in OneDrive but files keep failing saying they cannot get them from OneDrive. This started about 3-4 weeks back and is just basically unusable now. I have rebooted modem/switch/router/server yadadada. You can see by the traceroute there appears to be some major hiccups on the road to OneDrive.

    It seemed to improve slightly last week. Now it is back to taking one minute to open a Word file.
