Please try these suggestion:
- Restart Outlook and your computer.
- Start Outlook in Safe Mode (Outlook.exe /safe) to bypass add-ins.
- Run the Office Repair tool from Control Panel - Programs - Microsoft Office - Change - Repair.
- If it’s still stuck, create a new Outlook profile and re-add your email account.
This usually resolves the stuck upgrade and restores normal access to email.
