The small 3.74 MB file you downloaded is the Office Deployment Tool (ODT) setup.exe. This tool relies on a configuration.xml file to determine what gets installed. If the XML specifies the Professional Plus product ID, that’s what will be installed, even if you selected “Access LTSC 2021” in the portal. Check your configuration.xml file to ensure it contains:
<Product ID="Access2021Volume">
and not
<Product ID="ProPlus2021Volume">
