While trying to create an Azure AI Foundry resource:

I checked our quotas and we have 10/12 S0 SKU left in this region.

    Hi James Wilkinson

    I am able to replicate the issue in West US 2.

    I think there are hidden limit on West US 2 for internal customer (informed product group internally about this)

    Deploying to other available regions should work.

    Please let us know if deploying to West US or other regions works from you.
