Locked out of my Microsoft account due to two-step verification

I'm trying to recover my account by resetting my password. After entering the code frim my email correctly, it wants me to verify my identity by using a second piece of security info since two-step verification turned on. For this, I have my phone number as my other option. However, when trying to get the code sent to my number, Microsoft keeps telling me to "Try another verification method." I'm now locked out of my account because phone number verification won't work and I only have my email and phone number as login options. Please take note that I don't have a 25-digit recovery code and authenticator set up so I'm completely locked out. This is so frustrating, please help!
