Auto scale not working as expected.

I deployed Scaling plan - auto scale for a Host Pool with 20 session hosts for 150 users. User's shift begin at 8 AM US time and all users expected to logon to AVD at 1 PM. They will then log out at 5 PM. So I configured Ramp up, peak, ramp down, off peak hours as suggested from Microsoft document but user reported they have to wait for VM to start - meaning that Auto scale not preparing additional machine to ready for new users. Could anyone help to create a plan based on the above requirement or at least an example would be nice. Thanks.

    Based on your scenario, it appears the Ramp-up period may not be starting early enough to ensure session hosts are fully powered on and available by 1 PM. To address this, we recommend the following adjustments:

    Phase Time Range Configuration Notes
    Ramp-up 12:00 PM – 1:00 PM Begin powering on session hosts gradually to meet demand
    Ramp-up 12:00 PM – 1:00 PM Begin powering on session hosts gradually to meet demand
    Peak 1:00 PM – 5:00 PM Ensure all required hosts are running to support full user load
    Ramp-down 5:00 PM – 6:00 PM Begin deallocating unused hosts
    Off-peak 6:00 PM – 12:00 PM (next day) Minimal hosts running or all deallocated
