As you mentioned, Microsoft has introduced the ability to embed and play videos from Microsoft Stream (on SharePoint) directly within OneNote starting from version 2306. This feature allows users to paste a video link into their notes and watch the video directly within the OneNote app; no browser required.

However, the availability of this feature depends on the Microsoft 365 update channel:
- Users on the Current Channel (e.g., version 2506) can fully use this feature and play videos directly in OneNote.
- Users on the Semi-Annual Enterprise Channel (SE) (e.g., version 2408) may see the video frame but cannot play the video yet, as the feature has not been fully rolled out to SE channel users at this time.
Microsoft typically releases new features to the Current Channel first, and then gradually rolls them out to other channels like SE, which are designed for stability and receive updates less frequently.
I kindly recommend waiting for future updates to the Semi-Annual Enterprise Channel, where full support for Stream video playback in OneNote is expected to be included.
