Please try to check just to make sure your Windows is fully updated first, then try removing any half-installed Chinese pack and re-adding it from scratch. If that doesn’t work, it may require installing it through Windows Features on Demand or using a different Windows image if the pack just isn’t bundled in your current edition. Please start with the update and clean re-install of the language pack it usually clears stuck installs. If it still fails, that’s when it’s likely a limitation of the build or missing files.
