I am trying to complete following exercise, however Sandbox gets stuck at "99% Creating file share" always:

Same here, from web results it seems this problem happens on and off. Really quite poor as it will prevent many people from being able to begin their learning.
I managed to create a sandbox on another module that was given in a previous answer, but that sandbox doesn't work for AZ-104 so it deactivates the successful sandbox and then fails to create a new one!
My company gives us learning days and trying to get this working has been a waste of my time.
That is correct Andrew. Even I tried sanboxes from the other exercise but it didn't workout.

This issue seems to persist for a longer time now, and no solution is in sight. I tryed three different computers (deleted browser data, used different browsers, private windows, etc), to no awail. There are some workarounds in other Q&A topics, but they all don't work for me. Really kind of sad that a big company like Microsoft is not able to solve this issue one and for all.
I'm still having the feeling that this issue has something to do with "our" accounts, but without the help from microsoft we wont get far i guess.
I'm kind of stuck now, i can't continue my learning path because AZ104 contains a lot of sandboxes. The only workaround that works for some of the users ist to keep refreshing the site until the sandbox loads.
@Sebastian Dittmer I think you're right about it being something to do with our accounts. I have a free tier subscription active that I haven't used (because I was waiting to do the training and see where it guided me!), so I wondered if that was the cause, but then other modules let me create a sandbox. It seems something to do with this specific module (and/or our accounts!) and it's infuriating!

@Andrew Cameron I had a Azure Free account some time ago, but since they are only active for 12 month, it should be invalid by now. But on the other hand you need no subscription whatsoever to use the sandbox (that is kind of the point of them :D ).
I will try to create a fresh account, with no history, but i think i already know the outcome :)
@Kuldeep Mahskey You're welcome. I find it kind of hard to narrow the problem down. There is hardly any information out there, regarding this error.
I can add one thing though, I was able to use sandboxes flawlessly previously about an year ago I guess.
But when I started to learn again last week I found this issue.
From my side I can see only one difference related to account is that I have recently merged my private account with my organisation's account. Not sure if that is causing this issue.
@Kuldeep Mahskey Yes, i also had no problems in other modules a year ago. But they still work without issues. I just now opened some sandboxes in the Azure Fundamentals course, the all worked flawlessly.
My guess is that the problem affects only sandboxes in certain courses or when certain ressources are used.
@Sebastian Dittmer yeah, it looks like only some sandboxes are affected, as even I tried a few others and they work without any issue.
