Windows 11 showing textbox Suggestions even when disabled

I am still getting pop-up suggestion boxes for web browsers and separate non-microsoft applications and I have done everything possible to disable them. I have turned off Text Suggestions in Time & Language > Typing. I have turned off Inking and personalization. I have turned off typing insights, multilingual text suggestions, and even gone as far to use a registry edit key to disable typing suggestions. I have disabled autofill and suggestions on the browsers, even Microsoft Edge's wallet and auto-save/fill features have been turned off. And still, they persist. How do I disable this "feature"?

    Hi, It looks like the pop-up you’re seeing isn’t from Windows text suggestions but from either Windows’ legacy autocomplete or the app itself. To fix this, first go to Control Panel > Internet Options > Content > AutoComplete Settings, uncheck all boxes, and delete AutoComplete history. Second, if you’re using a browser or app like Chrome, Edge, or Firefox, turn off their built-in autofill under Settings > Autofill (addresses, payments, passwords).
