Breakout Rooms - Fail to move the participants

When I created a room and assign each participants the External user can't enter the room and the unverified participants they can.

    To help narrow down the issue, could you help me with the following: 

    • Is the user signed in with a Microsoft Teams free account or an organizational account? 
    • What device and operating system is the user using? (e.g., Windows, macOS, Linux, iOS, Android, Chromebook) 
    • Is the user joining via the Teams desktop app, web browser, or mobile app? 
    • Has the user updated the Teams desktop app to the newest version?  

    In the meantime, please try the following steps to reassign the user to the room: 

    • Navigating to Breakout rooms in the meeting controls > hover over the participant’s name until More options appears next to the participant’s name > select Ask to join.

    Hello,

    In the following scenarios, participants cannot be moved to the breakout rooms:

    Participants signed into a Microsoft Teams (free) account

    Participants who joined from unsupported devices, like CVI.

    Participants who are not currently in the meeting.

    Participants who are using an older versions of Teams.
