Error when adding custom Teams app: “You don’t have access to this app”

I created a custom app in Microsoft Teams, but when I try to add it to My Apps I get this error:

“You don’t have access to this app. Due to your org messaging policy, you are not allowed to install this app.”

Here’s what I’ve checked so far:

No custom app permission policies are applied.

The app is enabled and available company-wide.

Org-wide settings allow everyone to install it.

Microsoft Support hasn’t been able to provide a fix so far.

Has anyone else run into this issue? If so, how did you resolve it?
