how do I fix Provisioning failure error 0x80070490?

For bulk installations we utilize Windows Configuration Designer and Protect the packages with a password.

Recently one of our techs ran into issues where he was getting provisioning failures when he was running the packages. I create the packages and as he was the only one experiencing the issues I had to check what was different for him. The only difference between him and the other 7 who do it is that he recently made a new media device so it has windows 11 24h2 while the others had 23H2.
I tested for myself with one USB having 23H2 and the other having 24H2

24H2 was failing while 23H2 was not. I removed the password for it and then it went through no problem, but since we work in the education sector we don't want to have an incident where a tech leaves a usb behind by mistake and a student starts wiping devices on us. So we require the password; just not sure how to resolve.
