Hello Julianna. The issues you are seeing with the 2024-2025 Outlook mobile app like broken attachment handling, failed searches, missing folders and turned-off spam/phishing reporting are a result of the major architectural adjustments Microsoft is making in the new Outlook experience. These changes were to "unify outlook" across platforms, but result in compatibility and performance issues widely on mobile devices, especially for Android devices and most notably Samsung phones. The reasons for this, and other glitches or problems is the app's reliance on cloud rendering and indexing which is affecting local file access and search limitations/offerings).
Unfortunately, there is no way to rollback to a previous version of the app, nor a comprehensive fix. At this time, the best recommendation is to use Outlook Web in your mobile web browser which retains full functionality including attachment access, spam reporting, and folder management. All mobile Outlook users are encouraged to also offer feedback through the app or via Microsoft Feedback Hub.
