Hello Bryce. If your keyboard is stuck on using a French layout, such that when you press Shift + / you get É instead of a question mark, it is likely that Windows is still using Canadian French or the AZERTY layout even though you have changed to the US keyboard. The steps to do this can be accessed through Settings > Time and Language > Language and Region, remove any French language packs or French keyboard layouts, and then ensure you have English (United States), and it is set up with US QWERTY keyboard layout. You can then go to Advanced Keyboard Settings and ensure that the default input method is English (United States) - US, and then disable any conflicting shortcut keys in the Language Bar Options. Restart your device after making changes. Once completed it should reset your Shift key use and character mapping.

    Hope this helps.

    Best regards,
