There are different types of Azure Backups. Your backup is Microsoft Azure Recovery Services (MARS) agent backup.
You don't access it via web browser. It's a program that is installed locally on the server/vm. The latest version automatically puts shortcut icon on desktop named "Microsoft Azure Backup". I posted screenshot above of what the icon looks like.
If you already looked on the desktop, start menu, etc., for Microsoft Azure Backup and you are unable to find it, please let me know. You didn't describe what happened to your server to get to this point of needing to restore, so I don't know if I should expect MARS agent to be missing or not.
It is possible the MARS agent is no longer on your server, so that means it will need to be re-installed in order to recover data from backup.
I'm thinking you need some help to get things back. When will you be able to work on this next?
