please take a look in the Azure Portal -> Subscriptions
If the Filter in the view is set to "Status == all" and the deleted subscription isn't listed there is no way to restore the deleted Azure Subscription.
If the subscription is in the list with the status "disabled" you should be able to reactivate the Azure Subscription: Reactivate a disabled Azure subscription
