Azure OpenAI resource blocked (403 “unusual behavior”) – upgraded to Developer Support but cannot open a ticket

Good afternoon. I am extremely frustrated with your entire service at the moment. My Azure OpenAI resource is currently hosted in Sweden Central, and has been completely blocked with the following error: 403 – Your resource has been temporarily blocked because we detected unusual behavior. This error has affected all usage from my application to the AI API, and in other words, the resource has been rendered completely unusable. My product has not been working for the past few days since this error occurred.

I did exactly what the documentation and other people in this forum have said, which is to upgrade my support plan to Developer Support, with the express goal of being able to open a technical support ticket and get this problem resolved. However, right after I upgraded and went back to the create support request flow, after I filled in all the information, there was no option to actually submit a support ticket. This is beyond incredibly frustrating. Instead, it simply keeps directing me back to this developer forum. This is completely circular and very frustrating.

If the current process to unblock a resource is to raise a support ticket, that is exactly what I tried to do, but could not. Thus, please help me to now resolve the 403 problem, but please do not just simply tell me that I need to open a support ticket, because that is clearly not possible from my side. If that is the fix for the problem, please state exactly how I am able to do this.
