Office 2021 is tied to your Microsoft account, not the hard drive. To reinstall, go to www.office.com, sign in with your account, and download Office from Services & Subscriptions. That ensures your license activates correctly. If it still will not activate, run the Activation Troubleshooter in Windows. If the license is not showing in your account, you need to contact Microsoft Support to check if the license is still valid for transfer.
