Unfortunately Microsoft cannot help locate the device.
In order to locate the device, you need to have the location service enabled prior to this. And the computer needs to be turned on and connected to the internet in order for the location to be updated.
If the thief clean installed your device, then unfortunately it is not possible to track it either. Sorry.
