Why I cannot create a support request?

We area paying Developer plan which offer support request.

Why I cannot create it, for what we are paying it, if we only are able to post a QA question in a learning web portal?

We are having issues with PSQL flexible server from MIcrosoft side since the last week, and we are not able neither to ask for support to a Microsoft Engineer. How this can be possible?

    Developer support plans entail Business hours access to Support Engineers via prioritized responses on Microsoft Q&A with sev C. This is documented here:

    https://azure.microsoft.com/en-us/support/plans/

    To my knowledge if you request assistance here on of the Microsoft staff will respond to you within SLA period or another volunteer like me.

    However billing tickets are still free and can be created via the portal
