On overlapping windows you cannot distinct the edge of topmost window.

Changing metrics in regedit [Computer\HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics] for BorderWidth and PaddedBorderWidth doesn't work.

    If Registry Changes Don't Work

    • Check Performance Options:
      1. Right-click the Start button and select View advanced system settings. 
        1. In the Advanced tab, under the Performance section, click Settings. 
          1. Ensure that the option "Show shadows under windows" is checked, and that borders are not disabled for performance. 
          • Use a Third-Party Tool:
            • A community tool like tacky-borders can be used to force borders to appear, although it might not work for all applications, such as Task Manager or Registry Editor. 
    • Consider a Windows Bug:
      • On some Windows versions, the WindowMetrics settings are no longer honored. This could be a bug, and the issue might resolve itself after a system update or by waiting a few days.
