Cant enable multiplayer xbox privacy settings

I created an account for my 13 year old brother to play minecraft on and he cannot play because of xbox privacy settings. I couldn't change them when he was in a microsoft family with me (who's over 18) and since then, I switched his account to an adult one and he still cannot change his privacy settings.
