How can I access an account if all venues to verify are not working?

I am doing this through my work account email as everything I have tried to sign in to dclark2a@outlook does not work. I put in the last 4 digits of my phone number, and it does not send a code. I put in another email to send code, received once, entered still did not work and now when I try that no codes are being sent.

I put a request in but was refused because I couldn't answer all the questions correctly.

I don't know what to do or who to speak to if this does not work.

I am not sure if it was me who did something or my account has been hacked.

Please help me
