I can't access my Hotmail

I have lost my password for years now to login to my Hotmail, and lost my phone number i assignied to retrive my password to and i finally got my number back and now its refusing to let me use this method telling me "Try another verification method That verification method isn't working right now. Please try another method." and this is the only way I can prove this is my account and I have been trying for years to get it back, so now that I got my Number back for this specific reason and its not accepting it what is the solutions I have, I've trying for 8 years now or so.

    I just want to confirm when did you last successfully sign in to your Microsoft account? If you have not logged into your account for more than two years and it has been closed due to inactivity, you will not be able to use the Account Recovery Form to recover your account.     If you did not have 2FA active on the account, and the account was not deleted due to inactivity, you will need to try the Account Recovery Form: https://account.live.com/acsr

    Microsoft takes account security very seriously, that's why Account Recovery is an automated process with no human influence. If you don't have the correct information, you may not be able to get through account verification using the Recovery Form.

    The Account Recovery Form requires adequate information to prove that you are the owner of the account. The Account Recovery Process can be a time-consuming process, but providing as much info as possible from the start of the process will increase the possibility of being verified by the automated process. You'll need to keep trying until you're verified by Microsoft.

    Remember to use a familiar device from which you've frequently accessed your Microsoft account, as well as a familiar location. Microsoft will review your responses and respond within 24 hours. If you are verified, instructions on how to log back into your account will be sent to you, and if you are not verified, you will need to submit the Account Recovery form again. You can do this up to 2 times every 24 hours.

    It's important to note that Microsoft Support will not be able to grant you access to your account, you will be sent back to the Account Recovery pages that have been linked above.

    "Microsoft account activity policy: Under the MSA, you must use your Microsoft account to keep it “active.” Microsoft reserves the right to close all “inactive” Microsoft accounts. 

    Except as provided below, you must sign in to your Microsoft account at least once in a two-year period to keep your account active. If you don’t sign in during this time, Microsoft will consider your account to be inactive.

    Any account that has been locked for more than two years will also be considered "inactive" and will be closed."

    I'm afraid your account has been closed due to inactivity, and can no longer be recovered.
