This is why, even after turning it off, it may appear again, your organization’s configuration is likely overriding your personal preferences.
Since you mentioned you don’t have permissions to delete or fully disable it, it’s likely that you’re not assigned an admin role in Microsoft 365.
To fully disable or remove Viva Insights, you have to contact your IT administrator to request that Viva Insights be disabled for your account. They can manage this through the Microsoft 365 Admin Center or PowerShell, depending on how Viva Insights is deployed in your environment.
