Can't access outlook as the Microsoft verification method service is not working

Since swapping iphone devices I have been unable to get back into my microsoft outlook account. 

  • I have MFA enabled - authenticator app or 2 emails addresses for 2 step verification via codes.
  • I am unable to authenticate through the app as I need to add the account on my new phone to complete the set up and I can't do that if I can't get into my outlook account. It just sends me back to the authenticator app to authenticate, even though I'm in the authenticator app!
  • I have tried to bypass the app by using my other verification method of 2 emails, but every time I try, I get the first code successfully via the first email but then when requesting a code to the second email it either tells me I've 'had too many codes and to try again tomorrow' or 'there's a temporary problem with the service, please try again later.'  I have tried every day for the past week.  
  • The sign in helper tells me the email is blocked and asks me to reset my password so the rocess starts again (I can't complete MFA and the 2 step verification service using verification codes does not work.)
  • I submitted the recovery form but as it's set up for MFA it can't help me anyway. 
  • I can't connect to a support person as I need to sign using my account which I can't do. I am at a loss and there is nothing on this forum that provides exact instructions on how to contact a support person for a personal account outside of signing in. I am currently only signed into the community as I can use my work outlook Please help - I’m happy to verify my identity in any way necessary.

    Unfortunately, if two-factor authentication (2FA) is enabled, the account recovery form cannot be used.

    If two-factor authentication (2FA) is enabled on your account, are you able to access your second verification method? If yes, please try resetting your password.

    If you’re unable to verify your identity using your recovery phone number or email address, you can complete the account reinstatement form.
