"To add a payment method for another country, you must change your country before adding the card.
- Change your account's country or region first, by selecting Your info then Edit profile info. Sign in https://account.microsoft.com/profile/?refd=learn.microsoft.com
- Once updated, go to the Payment options page of your Microsoft account dashboard.
- Add the new details by selecting Add a new payment method.

If you can't change country or region, it might be for one of these reasons:
